The council level version has slightly different terminology than does the district version. It also allows the counselors to be grouped into districts. You can import counselors from the various district copies of MBCounselors to produce a master list.
The site license is also different. The district site license allows you to make copies for any of the troops within the district. The council-level version can only be used at the council office.
